She is a globally recognized expert on public financing for health, with 25 years of professional experience, including roles at the WHO, World Bank, and various governments. She leads the Montreux Collaborative on fiscal space, public financial management, and health financing. Barroy is widely published on topics such as public financial management, budgeting, and fiscal space for health. She holds a bachelor’s degree in public finance and administration from Sciences Po, a master’s degree in health policy from the London School of Hygiene & Tropical Medicine, and a PhD in economics from CERDI.
